Costa Rica Residency for Canadians: Moving to Costa Rica from Canada

Canadians qualify for Costa Rica residency under exactly the same categories and thresholds as everyone else, most often as a pensionado with a lifetime pension of at least $1,000 USD per month, which CPP and OAS can support. What is Canadian is the paperwork: an RCMP fingerprint-based criminal record check, apostilles from your province or Global Affairs Canada since January 2024, and a Service Canada or private pension document that says the pension is for life.

The same categories, whatever your passport

Costa Rica's immigration law does not distinguish Canadians from anyone else. You qualify under a category, and the category sets a threshold in U.S. dollars:

Three points apply to Canadians in particular:

  • Thresholds are in U.S. dollars. A pension of CAD $1,300 is not automatically $1,000 USD. Check the converted figure close to filing, and leave a margin.
  • The investor figure is unsettled. Law 9996's window closed on 14 July 2026, the older $200,000 Reglamento figure was repealed by Decreto 43926, and Migración's checklist, checked 8 September 2026, still publishes $150,000. Confirm the figure for your filing date before funds move.
  • Your spouse and children under 25 are covered by one qualifying pension or income, with no extra amount per dependent (Ley 8764 art. 82). Each files their own documents.

Canadians enter Costa Rica visa-free for stays of up to 180 days (DGME Directrices Generales de Visas, 17 November 2025), and nearly everyone files the residency application in Costa Rica within that stay. Once filed, you may remain while it is pending (Ley 8764 art. 33).

The Canadian document set

Every applicant files the same core documents: an apostilled birth certificate, an apostilled criminal record check, proof of income, a notarized copy of the passport photo page, two photos, a consular registration certificate, the application form and letter, and the $50 application fee (Ley 8764 art. 255) and $200 change of category (art. 89). What changes for Canadians is where each document comes from.

The RCMP criminal record check

Costa Rica requires the national, fingerprint-based check for applicants from Canada; a local police certificate or a name-based check is refused (D.JUR-220-05-2024). The RCMP processes certified criminal record checks from fingerprints submitted through private fingerprinting companies it accredits.

Cost: the RCMP federal fee is CAD $25, and accredited fingerprinting agencies charge roughly CAD $50 to $100 on top.

Timing is the whole game. The check is valid for six months from the date the RCMP issues it, not from the apostille date. It then needs a Global Affairs Canada apostille, shipping to Costa Rica and an official translation before you can file. Order it last among your Canadian documents, and check the RCMP's and Global Affairs Canada's current processing times on their websites when you do. If your file is rejected or delayed past six months, you pay for the check, the apostille and the translation again.

Apostilles since 11 January 2024

Canada joined the Apostille Convention on 11 January 2024. Guides written before then describe authentication and legalization steps; since that date:

  • Alberta, British Columbia, Ontario, Quebec and Saskatchewan issue apostilles for documents issued or notarized in their own province. Ontario charges CAD $32 per government-issued document.
  • Global Affairs Canada issues apostilles for documents from the other provinces, the territories and the Government of Canada, with no fee. That includes the RCMP check and federal pension documents, whichever province you live in.

The most common Canadian error mirrors the American one: sending a federal document to a provincial office. The RCMP check and Service Canada documents go to Global Affairs Canada.

Vital records

Order long-form birth certificates, showing both parents' names, from the vital statistics office of the province or territory where you were born, and a marriage certificate from the province where you married. If you were born in one province and married in another, each document is apostilled by the authority for the place it was issued. Names must match your passport exactly; a married name on one document and a maiden name on another needs the marriage certificate or a name-change document in the file.

CPP, OAS and private pensions as pensionado proof

Ley 8764 art. 81 requires "monthly, permanent and stable" pensions from abroad of at least $1,000 USD, and Reglamento art. 100 adds that the pension must be vitalicia, for life. CPP and OAS are government pensions paid for life and qualify on that basis, as do federal, provincial and military pensions and private employer pensions paid for life. RRSP or RRIF withdrawals and term annuities are not lifetime pensions; that income belongs in the rentista conversation instead.

Whatever the source, Migración looks for four things on the pension document:

  1. Your full name, matching your passport exactly
  2. The monthly amount (gross is fine)
  3. That the pension is permanent or for life, in words
  4. The issuing institution, the date and a signature

CPP and OAS. Service Canada's My Service Canada Account lets you print an official proof of payment report for CPP and CPP disability benefits, and view and print OAS payment information for payments made after 17 March 2025. A payment report shows amounts; it may not state that the benefit is for life. If the document you obtain is silent on duration, ask Service Canada for a letter or statement that says so. A file whose pension proof omits "lifetime" is rejected as defective, not returned for correction (D.JUR-220-05-2024). Federal documents are apostilled by Global Affairs Canada.

Private and public-sector pensions. Ask the plan administrator for a letter on letterhead with the four elements above. If the letter is notarized in Alberta, British Columbia, Ontario, Quebec or Saskatchewan, that province apostilles it; otherwise Global Affairs Canada does.

More than one pension. If you need CPP, OAS and a private pension together to reach $1,000 USD, have that confirmed before you order the documents, so each letter is issued in a form the file can use.

Official translations

Every document not in Spanish must be translated by an official translator registered with Costa Rica's Ministerio de Relaciones Exteriores y Culto, and that includes the apostille page and documents issued in French. Published rates from registered translators run about $30 per document up to 430 words, then $0.07 per word, plus 13 percent VAT. A typical Canadian pensionado needs three to five documents translated: birth certificate, marriage certificate, RCMP check and pension proof. Budget $90 to $300 per person.

CAJA after approval

Enrollment in the Caja Costarricense de Seguro Social is mandatory for every resident and must be in place before Migración releases your DIMEX (Reglamento arts. 183 and 184). You pay a percentage of the monthly income you declared to Migración, in five 2026 bands from 7.05 to 19.11 percent. A pensionado declaring $1,000 USD pays about $100 per month; a rentista at the $2,500 minimum about $344. A spouse can usually be carried as a beneficiary. Canadian health coverage and taxes

Moving to Costa Rica has consequences on the Canadian side that Costa Rican immigration law does not address. Two in particular:

  • Provincial health insurance. Provinces set their own rules on absences and on residence abroad. Many Canadians plan to rely on CAJA and private insurance in Costa Rica, but the timing of when provincial coverage ends is a provincial question.
  • Canadian tax residency. Whether you remain a Canadian tax resident depends on your ties to Canada, and how Costa Rica treats your pension and investment income is a separate question. Both are worth planning with a professional before departure, not after.

What it costs a Canadian applicant

The Costa Rican side is identical for every nationality: $250 at filing, $103 to $133 at approval, about $37 in Correos and bank charges, and a refundable deposit (budget $300 to $700). Questions, answered plainly.

Can Canadians get residency in Costa Rica?

Yes. Canadians apply under the same categories as any other foreigner: pensionado with a lifetime pension of at least $1,000 USD per month (Ley 8764 art. 81), rentista with $2,500 USD per month of stable income for at least two years (art. 82), inversionista at the $150,000 USD published by Migración, or the digital nomad stay permit at $3,000 USD per month (Law 10008). There is no Canada-specific category or quota.

Does CPP or OAS count for Costa Rica pensionado residency?

Yes. CPP and OAS are government pensions paid for life and qualify on the same basis as U.S. Social Security. The document must show your name as it appears on your passport, the monthly amount, that the pension is permanent or for life, and the issuer, date and signature. The threshold is $1,000 USD, so check the converted amount of your benefits on the day you file.

Which criminal record check do Canadians need for Costa Rica?

An RCMP certified criminal record check based on fingerprints, taken through a fingerprinting company accredited by the RCMP. A local police check or a name-based check is not accepted. It is valid for six months from the date it is issued, not from the date of the apostille (D.JUR-220-05-2024), and it is a federal document, so Global Affairs Canada apostilles it.

How long does Costa Rica residency take for a Canadian?

The same as for any applicant: allow six to ten weeks to gather documents in Canada, then 8 to 14 months from filing to DIMEX card for pensionado, or 8 to 12 months for rentista. The law gives Migración three months to decide a complete file (Ley 8764 art. 200), which is rarely met in 2026.
