How Long Does Costa Rica Residency Take? Real 2026 Timelines

In 2026, Costa Rica residency takes about eight to fourteen months from filing to card in hand for pensionado and rentista applicants, five to nine months for investors, and two to eight weeks for the digital nomad permit. The law promises a decision in three months; almost no file gets one. Below is where the time actually goes, stage by stage, what changed in 2026, and the handful of choices that shorten it.

The ranges are what Costa Rican practitioners reported in 2025 and 2026, not the law. The law says three months.

Stage 1: before you file (6–10 weeks)

The clock people forget. Everything from home must be issued, apostilled, shipped and translated before Migración will accept the file.

  • FBI Identity History Summary: 48 hours to 15 days to issue, then about five weeks for the U.S. Department of State apostille by mail (seven business days by drop-off in Washington). Canadians: an RCMP check takes days to weeks depending on the fingerprinting agency, plus the Global Affairs Canada apostille.
  • Birth and marriage certificates: one to four weeks from state or provincial vital records, plus one to three weeks for the state apostille.
  • Pension or income letter: days for a Social Security Benefit Verification Letter; two to six weeks for a bank letter with the exact wording Migración requires, longer if a CPA certification is needed.
  • Official translations: three to ten days once the documents are in Costa Rica.

Because the criminal record check is valid six months from issue, order it last and file as soon as the translations are back.

Stage 2: filing to approval (4–12 months)

Your file enters the queue at Migración's Dirección General de Migración y Extranjería. Three things determine how long it sits there.

Whether it is complete. Since Migración's 2024 procedural resolution, files with omitted documents get ten working days to supply them; files with defective documents are rejected outright, without appeal. A rejected file is a new filing, at the back of the queue, with a new criminal record check if the old one has aged past six months. This single rule explains most of the difference between an eight-month case and an eighteen-month one.

How it was filed. Trámite Ya, Migración's online platform, gives investor files preferential handling that paper filings do not get, and it suspends the tourist-stay clock during its fifteen-day review. Consular filings add the transit time to San José before the legal clock even starts.

The queue itself. Ley 8764 art. 200 sets a three-month maximum "from the moment all requirements have been met." Migración has not met it for years, and there is no penalty when it does not. Practitioners reported six to fifteen months for pensionado and rentista in 2024, improving to six to twelve in 2026.

Stage 3: approval to card (1–2 months)

The approval resolution is not the end. You are then documented:

  1. Enroll in CAJA (mandatory before the card is released)
  2. Pay the refundable guarantee deposit and the card fees (about $103 to $133)
  3. Attend the fingerprint and biometrics appointment at Migración
  4. Collect the DIMEX card, historically through Correos de Costa Rica

This stage was the bottleneck in early 2026: on 17 February 2026 Migración reported 20,363 cards pending and was validating files from October 2025. Two changes followed. A temporary resolution (17 February 2026 to 16 February 2027) simplified renewal and duplicate requirements, and from March 2026 Banco de Costa Rica branches began printing and handing over cards on the spot for approved applicants whose biometrics were recorded. By August 2026 Migración reported being current on card printing, with more than 2,600 cards uncollected at Correos.

What shortens the timeline

  • File a complete, defect-free file. Nothing else comes close.
  • File digitally through Trámite Ya, especially for investor files.
  • Sequence the criminal record check last, so it cannot expire while you wait for an apostille.
  • Get the income letter wording right before it is issued; "for life" for pensions, "monthly, permanent and stable for not less than two years" for rentista income.
  • Have consular registration in hand at filing; since July 2025 it is a filing requirement, not a later one.
  • Enroll in CAJA the day the approval arrives, since the card cannot be released without it.

What does not shorten it

Paying more. There is no expedited fee at Migración, no premium queue, and the three-month legal deadline cannot be enforced by an applicant. Firms that promise a fixed number of months are describing their average, not a guarantee.

While you wait

Filing a change-of-category application before your tourist stay expires lets you stay in Costa Rica legally while it is pending (Ley 8764 art. 33). You may leave and return; you come back in as a tourist, and the file continues. Border officers do not accept "residency in process" papers as proof of residency, so keep your return ticket and proof of funds as any tourist would.

After the card

Temporary residency is granted for two years and renewed every two years; renewals in 2026 are typically decided within weeks. After three consecutive years you may apply for permanent residency, a change-of-category application that runs three to six months. Citizenship by naturalization follows seven years of official residence (five for Spanish and Ibero-American nationals), and the TSE has ten months to decide those.

How long does it take to get residency in Costa Rica?

For pensionado and rentista, six to twelve months from filing to the approval resolution, then one to two months to receive the DIMEX card: eight to fourteen months in total.
