Cost of Living in Costa Rica in 2026: Monthly Budgets for Retirees

The short answer

For a single retiree, the monthly budget below adds three sourced pieces: Numbeo's average rent for a one-bedroom, Numbeo's estimate of a single person's monthly costs excluding rent (food, transport, utilities, phone and ordinary leisure), and the CAJA contribution for a pension between $1,000 and $2,000.

For a couple, no statistical source publishes a two-person estimate. A widely quoted published example is International Living's budget for a retired couple, updated 5 March 2025, which totals $2,240 a month. We reproduce its lines and check each against current Costa Rican sources further down.

Two things these totals leave out: the one-time cost of getting residency, covered in how much Costa Rica residency costs, and anything you pay in the United States or Canada, such as Medicare premiums or a storage unit.

Housing

Rent is the line where averages are least reliable for any one person.

Numbeo rent averages, September 2026 (contributor-submitted prices, converted at ₡450):

Numbeo's figures are averages of prices its contributors submit, and they do not separate furnished homes or expat-oriented neighbourhoods. Our relocation guide uses $1,200 to $2,500 a month for a furnished rental in the Central Valley or Guanacaste. International Living's couple budget, by contrast, uses $750 for a furnished two-bedroom apartment. The spread between those numbers is real: it reflects location, furnishing and lease length more than any change in the market.

Groceries

Costa Rica's official measure of food costs is the Canasta Básica Alimentaria (CBA), the minimum food basket published monthly by the national statistics institute, INEC.

The basket is the reference INEC uses to measure poverty, built to cover minimum caloric needs. It is a floor, not a budget for someone who buys imported cheese, wine and breakfast cereal. It is useful for one thing: it shows the direction of local food prices, which fell slightly between December 2025 and August 2026.

For a realistic budget, the published reference is International Living's $500 a month for a couple, including alcohol. Unit prices from Numbeo's September 2026 data give a sense of the shelf:

Utilities: electricity, water, internet

Electricity and water tariffs in Costa Rica are set by the public services regulator, ARESEP, so official examples exist.

• Electricity. ARESEP reduced electricity tariffs from 1 January 2026 by between 4.9 and 16.4 percent depending on the distributor. For a CNFL household using 250 kWh a month, the bill went from ₡19,843 in December 2025 to ₡17,014 (≈$38) in January 2026. Your distributor may be ICE, ESPH, JASEC or a rural cooperative such as Coopeguanacaste, each with its own tariff. Bills scale with consumption, so air conditioning raises them.
• Water. Under the tariff structure ARESEP announced on 7 April 2025, an AyA residential customer using 15 cubic metres pays ₡8,075 (≈$18) for drinking water. Where sewer service is also billed, CR Hoy reported a combined water and sewer bill of ₡15,800 (≈$35) for the same 15 cubic metres.
• Utilities bundle. Numbeo's September 2026 average for electricity, water, cooling and garbage in an 85 m² apartment is ₡43,245 (≈$96).
• Internet and phone. Numbeo lists broadband of 60 Mbps or more at ₡26,756 (≈$59) and a mobile plan with 10 GB or more of data at ₡14,018 (≈$31) a month.

Transport

Whether you own a car decides this line.

• Fuel. From 10 September 2026, regular gasoline costs ₡707 per litre (≈$1.57, or about $5.95 per U.S. gallon), super ₡726 and diesel ₡688, after an ARESEP adjustment reported by Teletica. Fuel prices are reset monthly.
• Public transport. Numbeo lists a one-way local ticket at ₡500 (≈$1.11) and a monthly pass at ₡30,000 (≈$67). A taxi starts at about ₡1,008 (≈$2.24) plus about ₡910 (≈$2.02) per kilometre.
• Owning a car. International Living budgets $150 a month for a couple owning a car. Buying or importing the car itself is a separate cost; our relocation guide covers import duties.

Healthcare: CAJA and private insurance

For a resident, healthcare is two separate lines.

CAJA is mandatory and income-based. Enrollment in the Caja Costarricense de Seguro Social must be in place before Migración releases your DIMEX card (Reglamento 37112-GOB, arts. 183 and 184) and must stay continuous for renewals (Ley 8764 art. 80). The contribution is a percentage of the income you declared to Migración, applied to the whole amount:

A spouse can usually be carried as a family beneficiary rather than paying a second contribution. The five 2026 bands, the edge effects and the spouse rules are in the CAJA guide.

Private insurance is optional for residents. Anuario Latam Seguros, a Costa Rican insurance publication, put individual health insurance premiums at roughly ₡30,000 to more than ₡200,000 a month, which it gives as about $60 to $400, in January 2026, with premiums rising with age. A couple's budget, checked line by line

International Living's budget for a retired couple (updated 5 March 2025) is a widely quoted published budget. Here are its lines next to what current sources show.

The table holds up as an order of magnitude. Utilities and internet run above its figures today, rent depends almost entirely on where you choose to live, and the healthcare line is reasonable for a pensionado couple but low for a rentista, whose CAJA starts at about $344. Central Valley versus the coast

Regional price data for Costa Rica is thin, so be cautious with any precise comparison.

• International Living states that costs in popular coastal communities tend to be 10 to 25 percent higher than in the Central Valley (updated March 2025).
• Numbeo publishes city pages for a few Central Valley areas, each flagged for a low number of contributors:

Numbeo had no usable page for Tamarindo, Nosara, Jacó or the Southern Pacific towns when we checked, and its Liberia page had not been updated since May 2025. What moves these numbers

• The exchange rate. Some rents are quoted in dollars, but groceries, utilities, fuel and CAJA are billed in colones. A stronger colón raises your dollar cost even when local prices do not change.
• Annual tariff decisions. ARESEP resets electricity tariffs yearly and fuel prices monthly; CAJA's pension contribution is scheduled to rise each January through 2029.
• A car and air conditioning. Fuel and electricity are both priced per unit, so how much you drive and cool is a budget choice.
• Local prices. INEC's food basket fell slightly between December 2025 and August 2026. That will not always be the case.

What to budget before the first month

Living costs start after you arrive; residency costs start before. Government fees, apostilles and translations run roughly $600 to $1,150 per person if you file yourself, plus a refundable deposit, and one to two months of CAJA before your card is issued. Retirees on a lifetime pension of at least $1,000 a month usually qualify as pensionados (Ley 8764 art. 81), a category whose CAJA contribution can be assessed on the pension itself rather than the $2,500 rentista floor.
